Meeting Minutes

September 21, 2022

Mayor Steve Forman called the meeting to order.

Guests – Tom Patton. Steve Larmor from Lake Contracting. Dane Coil
Roll call: Stuart Forman, Monica Springer, Derrick Springer, Andrea Heimkreiter are present.
Luke Bowsher and Rodney Hartings are absent.

Steve read the minutes for August 24th. Monica made a motion to accept the minutes. Derrick
seconded. Andrea abstained. The rest approved.

Steve armor presented information regarding the quote from Lake Contracting to install air
conditioning and remodel the bathrooms.

Checks – Dane Coil-$38.71. Dane Coil-$57.40. Auditor of State-$201.00.
Monica made a motion to pay the bills. Derrick seconded. All approved.

Resolution 2022-4 was presented to accept the Local Government Fund amount of $10,884.
Monica made a motion to approve Resolution 2022-4. Andrea seconded. All approved.

Resolution 2022-5 was presented to accept the amounts and rates as determined by the
Budget Commission. Andrea made a motion to approve Resolution 2022-5. Monica seconded.
All approved.

The audit was discussed.

Trick or Treat for the village will be on Saturday, October 29th from 6:00-8:00.

Leaf pick up for the village will run from October 14th to November 21st.

Steve reported that all the catch basins have been cleaned out.

Tom Patton asked about the trees and poison ivy in the alley south of Riley Street.

Derrick made a motion to adjourn.

Mayor Steve Forman called the meeting to order.

Guests – Dane Coil. Tom Millhouse from the Daily Standard
Roll call: Stuart Fortman, Monica Springer, Derrick Springer, Luke Bowsher, Rodney Hartings are
present. Andrea Heimkreiter is absent.

Steve read the minutes for July 20th. Derrick made a motion to accept the minutes. Monica
seconded. The rest approved.

Checks – Dane Coil-$44.45. Dane Coil-$103.10. Ace Hardware-$31.99. AAA Tree Service-
$1,200.00.

Monica made a motion to pay the bills. Luke seconded. All approved.

Randy asked who would be available by phone on Tuesday August 30th in case the auditors
need to speak with someone. Monica stated she would be available.

Steve reported that the lines on Main Street have been painted. The lines at the park still need
painted. October 1st was decided on as the date to do that.

The Township cleaned up a lot of the brush at the park. Dane will try to take down the trees
that are still there.

Dane mentioned the walkway at the park is continuing to get worse.

Steve received a quote to remodel the two bathrooms for $9,104.25 from Lake Contracting and
a quote for $7,035.25 to install an air conditioner from Lake Contracting. He is going to reach
out to a few more companies to get quotes.

July 20, 2022

Mayor Steve Forman called the meeting to order.

Roll call: Stuart Fortman, Monica Springer, Derrick Springer, Luke Bowsher, Rodney Hartings
and Andrea Heimkreiter are present.

Steve read the minutes for June 15th. Derrick made a motion to accept the minutes. Monica
seconded. Rodney abstained. The rest approved.

Checks – Dane Coil-$68.28. Ace Hardware-$154.30. Daily Standard-$30.25
Monica made a motion to pay the bills. Rodney seconded. All approved.

Luke did not get to attend the Certified Public Records Training. The class was already full.
Steve talked to the Township and they will mow down the park and the alley. There are also 5
or 6 dead trees at the park that need taken down. AAA will take a look at them after the
township does the trimming. They quoted $1200/day for the work at the park. They also
quoted $1200 to take down the 3 trees in front of Tom Coles property on Riley Street.

Andrea made a motion to take the trees down on Riley Street. Rodney seconded. All approved

August 6th at 9:00 AM is the new planned date to paint the lines at the park and on Main Street.

Steve will get quotes on putting air conditioning in Village Hall. He will also get quotes on fixing
the boat ramp down at the park.

Steve read the minutes for May 18th. Derrick made a motion to accept the minutes. Monica
seconded. Andrea abstained. The rest approved.

Monica made a motion to pay the bills. Derrick seconded. All approved.

Randy presented the 2023 Budget and asked that it be passed as Ordinance 2022-4. Monica
made a motion to suspend the rules for Ordinance 2022-4. Andrea seconded, all approved.

Randy presented the pricing from Brian Shook for maintenance on the traffic light. Council
decided to move forward with the maintenance. Randy asked that Resolution 2022-3 be passed
to approve the agreement. Andrea made a motion to approve Resolution 2022-3. Derrick
seconded, all approved.

Steve asked if council wanted to set a time to work on the park.

Monica recommended July 23rd.

Luke will attend the Certified Public Records Training.

May 18, 2022

Mayor Steve Forman called the meeting to order.

Steve read the minutes for April 20th. Monica made a motion to accept the minutes with the
correction of adding that Luke was present. Derrick seconded. All approved.

$380.00

Monica made a motion to pay the bills. Luke seconded. All approved
Randy presented Ordinance 2022-3 to adopt the Mercer County Hazard Mitigation Plan 2022.
Monica made a motion to suspend the rules for Ordinance 2022-3. Luke seconded, all
approved. Monica made a motion to accept Ordinance 2022-3. Derrick seconded, all approved.
Randy presented the agreement with Federal Field Services for maintenance of the siren as
Resolution 2022-2. Monica made a motion to accept Resolution 2022-2. Luke seconded. All
Approved.

Steve gave an update on the drainage project. Everything for the project has been completed
except for putting the remaining stone on the bank, it is still too wet. There is $3500 left for
cleaning out the existing drains.

The bridge at the west end of town is being replaced in 2025 by the state. They are currently
planning on shutting down both lanes at the same time.
Steve asked if people were open to helping clean up the park and paint the lines.

Monica made a motion to buy the paint and materials to paint the lines at the park and on
Main Street. Luke seconded. All approved.

Monica talked to Dawn Orick about posting things like spring clean-ups, etc. at Shoreline in the
future to help make people aware.

Tom Patton asked if the township would be contacted about mowing the alley south of Riley
Street.

April 20, 2022

Mayor Steve Forman called the meeting to order.

Guests – Craig Knapke, Dane Coil, Tom Millhouse (The Daily Standard), Maria Brewer
Roll call: Stuart Forman, Rodney Hartings, Andrea Heimkreiter, Monica Springer, Derrick
Springer and Luke Bowsher are present.

Craig presented an update on the drainage project. 2.2 times the material was taken out of the
channel as expected. 7,950 total yards of material was taken out. 2.4 times the amount of stone
was used as originally expected. There is an estimated $12,500 left in the budget. He
recommends using any remaining funds to clean and perform basic maintenance on existing
tiles.

Monica made a motion to use the remaining funds to clean and do maintenance on existing
tiles. Rodney seconded. All approved.

Steve read the minutes for March 16th. Derrick made a motion to accept the minutes. Monica
seconded. Rodney and Andrea abstained. The rest approved.

Randy presented the Ambulance Service Contract between the Village and Mercer County as
Ordinance 2022-2. Monica made a motion to suspend the rules for Ordinance 2022-2. Andrea
seconded, all approved. Monica made a motion to accept Ordinance 2022-2. Andrea seconded,
all approved.

Steve will check on pricing for paint and materials to paint the lines at the park and on Main
Street.

Dumpsters for spring clean-up will be in the parking lot of the Montezuma Church of Christ
from 9:00 AM until 2:00 PM.

Maria Brewer who owns one of the houses on Beaver Street approached council about possibly
purchasing the small piece of town property that her dock is attached to. Rodney will check on
getting estimates for surveys for the properties with boat docks.

March 16, 2022

Mayor Steve Fortman called the meeting to order.

Guests – Tom Cole, Tom Millhouse (Daily Standard), Craig Knapke, Louise Toler
Roll call: Stuart Fortman, Monica Springer, Derrick Springer, and Luke Bowsher are present.
Andrea and Rodney are absent.

Steve read the minutes for February 16th. Monica made a motion to accept the minutes. Luke
seconded. All approved.

Craig Knapke presented an update on the drainage project.
So far $30k-$40K of the $50K for unforeseen expenses has been used. Most of it on the west
side of town for having to go back further than expected as well as replace a broken old tile.
Some of it on Riley St. to re-do the drainage tiles where a gas line and fiber line were going
through the existing drainage lines. Also added a yard drain on back alley to the south of Riley
St.

Still have about $110K left.

Possible additional areas of work were discussed and the order of importance was agree upon
as below:
1 – Back of Davenport’s property on west end of town
2- On Main Street down by Stuarts
3 – Beaver Street

Craig went over Fair Housing Legislation.

Checks – Ohio Department of Natural Resources-$220.00. Derrick made a motion to pay the
bills. Monica seconded. All approved.

Louise Toler raised concerns about the work being done next to her property and how close the
blacktop would be to the stone marking the edge of her property. She also mentioned that she
was unable to get down the alley the last time we had snow.

Tom Cole inquired about taking down the three trees on Riley Street. This will be dependent on
the budget.

Derrick checked with multiple companies regarding dumpsters for spring clean up.

Steve read the minutes for January 19th. Monica made a motion to accept the minutes. Andrea
seconded. Stuart abstained. The rest approved.

Craig Knapke provided an update on the drainage project.

Steve read the minutes for December 15th. Monica made a motion to accept the minutes.
Andrea seconded. All approved.

Steve read the minutes for the Organizational Meeting on January 5th. Monica made a motion
to accept the minutes. Derrick seconded with one correction (Monica abstained on the vote for
council president.) All approved except Luke who abstained.

Checks – Dane Coil-$44.27. The Messenger Press-$122.72. Monica made a motion to pay the
bills. Luke seconded. All approved.

Steve reported that Shinn Bros. are supposed to start digging this week.
.E. Becker is building the house for Ann Thobe and wants to tap into the Village’s drainage.
The snowplow is fixed.

Rodney would like to purchase the pro version of the website template for the Village’s new
website for a one-time fee of $39. Derrick made a motion to approve the purchase of the
template. Monica seconded. All approved.
